The Downtown Improvements Master Plan Steering Committee requests your participation in upcoming public meetings to gather input from the community. Your ideas and opinions are both wanted and needed. Below is the schedule of the town hall style meetings scheduled (by topic) with presentation of information and hopefully a lot of interaction and discussion.
Each sub-committee will process community input and make recommendations to the Steering Committee who is working with Daric O’Neal of Alley Poyner Macchietto Architecture to construct the Master Plan to be delivered to the City Council early next year.
TOPIC
Historic District
Tuesday, Oct 11, 2011 7:00pm at the Red Oak Grand Theatre
What will be discussed: The National Register of Historic Places and Main Street Iowa programs. What these mean to property owners in the downtown, facts and myths, and what the pros and cons are.
Who should attend: Everyone, especially property owners within the study area of Broadway to Sixth and Washington to Hammond.
Why is this important: Great financial invectives when rehabilitating, or improving a building if participating in these programs.

Fountain Square Park
Monday, Oct 17, 2011 7:00pm at the US Bank Community Room
What will be discussed: Items specific to the park itself, including but not limited to the bandstand, park furnishings, war memorials, Red Oak “wall of fame”, landscaping, and park activities.
Who should attend: Everyone, especially those who use the park, organize functions, and participate in events there. Also, those who are passionate about honoring loved ones who have given their lives in defense of our country.
Why is this important: Fountain Square Park is an important asset to downtown Red Oak. It has tremendous history, and plays a critical role in its future.

Zoning & Codes
Tuesday, Oct 25, 2011 7:00pm at the US Bank Community Room
What will be discussed: Items related to buildings codes for the downtown area. This includes discussion of form based guidelines, zoning overlays, and a self supported municipal improvement district.
Who should attend: Everyone, especially property owners within the study area of Broadway to Sixth and Washington to Hammond.
Why is this important: There is nothing currently in place to protect property owners and local downtown investors from construction and development that could ruin the character of the downtown, and damaged overall property values.

Redevelopment Zones
Tuesday, Nov 1, 2011 7:00pm at the Green Hills AEA Conference Center
What will be discussed: Discussion will include establishing priorities for future development including off-street parking, second story housing, vacant buildings, and empty lots.
Who should attend: Everyone, including property owners in the study area, and those interested in influencing future projects, including new construction and renovations, in the downtown area.
Why is this important: There are multiple opportunities for redevelopment in the downtown. It is important to balance the needs of the downtown businesses, residents, property owners, and end users with any future projects.

Public Improvements
Monday, Nov 7, 2011 7:00pm at the Green Hills AEA Conference Center
What will be discussed: Includes discussion on public parking, streets and sidewalks, lighting, site furnishings (bike racks, benches, trash and recycle containers, way-finding signage), utilities and landscape.
Who should attend: Everyone, including property owners, businesses, residents, and end users.
Why is this important: The last major public improvements project in the downtown was 1981. As downtown Red Oak has evolved over the past 30 years, it is time to consider what improvements are needed for the next 30 years.
